HEALTH, SAFETY, ENVIRONMENT AND QUALITY (HSEQ)
As a responsible Corporate Citizen, OGDCL attaches greater significance to HSE system with a view to promoting culture and attitude of compliance for the safety & wellbeing of our manpower, community and the environment. We resolutely believe that responsibility for health, safety, and the environment cannot be delegated, it is a shared responsibility across the company. We believe in good HSE performance that can ultimately contribute to business success. By supplying energy, we fundamentally support economic development and help to improve quality of life of people. Our activities also generate jobs, investment, infrastructure, and revenues for governments and local communities. In carrying out all our activities, hence we ensure welfare of the indigenous communities, the protection of ecosystems, and the safety of our workforce.
As we continue our exploration and production activities, basing our growth on a sound foundation of technical and financial prudence, we are supporting health, safety, and environment initiatives by:
- Promoting a positive culture based on improving HSE performance.
- Compliance with relevant laws and regulations, and adhere to applicable standards and procedures.
- Endeavoring to take every reasonable and practicable step to eliminating hazards, practices and behaviors that could cause accidents, injuries or illness and damage to nature & properties.
- Taking resolute measures to reinforce that all employees share an ethical responsibility in embracing no smoking and no drugs policy.
- Taking proactive steps and striving towards conservation of the environment, implementing controls to eliminate pollution and environmental harm.
- Provision of training and resources for workforce to maintain safe systems of work.
- Ensuring that Location Emergency Response Plans are in place to deal with and recover from emergencies and shall notify timely all relevant stakeholders during the emergencies.
- Integrating HSE management into all aspects of the organization by leveraging on people, process and technology.
- Employing contractors who aspire to the high HSE standards at all times, and recognize that HSE is everyone's responsibility.
- Continue to address the impacts of our operations by focusing on the Leading Indicators.
OGDCL strives to be good Corporate Citizen in every community in which we operate. Through observance and encouragement of above policy elements, we aim to assist in protecting the environment and the overall wellbeing of all of our stakeholders, specifically, our employees, clients, shareholders, subcontractors, and communities.
OGDCL have won several Environmental Excellence and Fire & Safety Awards organized by National Forum for Environment and Health. We have achieved ISO 14001 and OHSAS 18001 certifications for all major gas processing plants. OGDCL signed Oil & Gas Decarbonization Charter at COP28 in UAE, Dubai, on 2nd December 2023; Signatories have committed to net-zero operations by 2050 and ending routine flaring by 2030, and near-zero upstream methane emissions. Also agreed on a number of key actions:
- Investing in the energy system including renewables, low-carbon fuels and negative emissions technologies.
- Increasing transparency, including enhancing measurement, monitoring, reporting and independent verification of GHG emissions and performance/ progress in reducing emissions.
- Accelerate decarbonization of operations and aspire to implement current best practices by 2030 to collectively reduce emission intensity.
OGDCL being the first company in Pakistan introduced environment friendly and cost effective treatment of waste pits by floating treating wetlands. National Institute for Biotechnology and Genetic Engineering (NIBGE) is one of the main biotechnology institutes of the four bioscience centers of PAEC. The institute is a focal point of modern biotechnology and provides a technology receiving unit to help the development of country through applications of modern biotechnology and genetic engineering. The research programs at NIBGE are mainly aimed at improving agriculture, health, environment and industry and are supported by national and international financial grants. Few years back, NIBGE also introduced a newly emerged technology called Floating Treatment Island/ Wetlands (FTWs) which is a cost-effective, efficient and aesthetically pleasing green wastewater treatment technology by which FTWs are established as a soil-less planting technology by integrating agronomy and ecological engineering, whereby regionally-suitable vegetation is trapped in self-buoyant mats to construct artificial floating wetlands. OGDCL opted to harness this option for the produced water treatment/ disposal and inked two separate contracts – for Rajian (Chakwal) and Dakhni (Attock) Fields. Specific plants with suitable bacterium consortium were harbored capable of taking up organic and inorganic contaminants along with water through their natural processes and hence both research-based projects were completed with the expected success ratios. After the successful application of FTWs at Rajian and Dakhni Fields, phytoremediation project to treat the contaminated waste/ produced water at Nashpa Field (Karak) was commissioned successfully in 2024. The treated water can be reused for plantation purposes.
OGDCL also has a well-defined written policy to identify and mitigate risks associated with the business. Strategic & Governance, Operational & Social and External Risks are regularly identified, assessed, and reported through an Enterprise Risk Management (ERM) process in OGDCL. OGDCL’s ERM process uses common risk terminology and language across the OGDCL locations to facilitate effective risk communication, whereby the ESG risks are also now going to play a key role in the OGDCL's risk taxonomy as Board’s independent ESG Committee has been established. The main purpose of the ERM process is to deliver value through risk-based management and decision-making, which is ensured by applying a multilayered of defense model where various Board’s Committees interact with each other. This way, the assessment of risks helps the management leverage business opportunities in a systematic manner. This ensures that OGDCL's value grows sustainably. Since 2014, the ERM system has helped enhance risk awareness and improve risk management skills across the entire organization. OGDCL is constantly enhancing the ERM process based on internal and external requirements; development & implementation of the ESG (Environmental, Social, and Governance) framework is an example worth-mentioning. OGDCL’s Board of Directors oversee Enterprise Risk Management (ERM) Process of the Company to ensure that controlled environment is established and maintained, encompassing OGDCL operations, financial reporting and compliance activities.
